Even though millions of people were driven out of the occupied territories, what's left is a mix of traitors that were always "waiting for putin", but also people waiting for Ukraine to come back. We have friends still stuck in the DNR from 2014 that we hardly ever hear from, my wife has an Uncle there who won't leave his home. He's in his late 70's. He's waiting for Ukraine to come back too, but may not live to see that happen. Anyway the goal eventually is the de-occupation of all territories.
But the Victory plan looks a bit different, which lines up with your take. i.e. President Zelensky has stated diplomacy may be 'only way' to restore occupied territories. To put it bluntly, because the US gov and EU/Europeans (excluding the Baltics, Poland, the UK and Finland) were too chicken shit to arm us up back in 2022 to do the job properly, not only with hardware, but sanctions (17th package, by the EU, WTF is that ? Why didn't they do them all at once back in 2022 - there's a huge time lag for sanctions to start working as intended)!!!. :(
